El Nino means that the Pacific Ocean sea surface temperatures are increased above normal, which was caused by a very active Solar Cycle during 2014-2015.  This produces increased evaporation off the ocean's surface into the atmosphere.  NOAA (National Oceanic and Atmospheric Administration) released their January outlook, which expects a strong El Nino to continue through late spring into early summer.
